I would describe my target audience as recent spanish speaking college grads who have been exposed to academic English "CALP" (Cognitive Academic Language Proficiency) by using books in their major/field of study. They lack what we call in the Education field "Playground English Skills" or "BICS" Basic Interpersonal Communication Skills. Skills that students pick up in 1-2 years of being around native speakers.
It seems that this would depend on your target audience. For example, beginner lessons could be targeted at people who want to travel for business or pleasure, or they could be targeted at immigrants. In both cases the user could be more or less affluent. Etc.
Here are a few ideas...
Booking a flight
Booking a hotel
Eating out in a restaurant
Getting a haircut
Mailing a package
Ordering drinks in a coffee house
Talking about weather
Taking a taxi
If you could describe your target audience I might be able to come up with more ideas...
